MANILA, Philippines — President Rodrigo Duterte should consider issuing an executive order that will create an inter-agency task force that will produce a 10-year flood control plan, Senator Francis Pangilinan said.
There are several agencies dealing with water management concerns and there should be better coordination among them, Pangilinan said in an interview over ABS-CBN News Channel on Wednesday.
