MANILA, Philippines — Unclaimed aid for those residing in the so-called NCR Plus bubble, which was placed under enhanced community quarantine (ECQ) in April, would instead be given to unlisted but qualified beneficiaries, Interior Secretary Eduardo Ao said on Thursday.
