THE Public Service Act ratified by Congress earlier this month was formally transmitted Monday to Malacañang Palace for the President’s review and approval.

The consolidated version of House Bill No. 78 and Senate Bill No. 2094 allows 100% foreign ownership in airports and airlines, subways and railways, telecommunications, domestic shipping, and tollways and expressways.

“Pursuant to the provisions of Section 27, Paragraph (1), Article VI of the Constitution, I have been directed to present, for consideration and approval, the attached copies of the consolidated version of House Bill No. 78 and Senate Bill No. 2094,” House of Representatives Secretary-General Mark Llandro L. Mendoza said in the cover letter dated Feb. 28 sent to President Rodrigo R. Duterte.

The President can either approve, veto in part, or totally veto the Congress-ratified bill. The transmitted reconciled version will lapse into law if Mr. Duterte does not take action within 30 days.
