MANILA, Philippines — Police Senior Master Sergeant Jonel Nuezca, who brutally murdered his neighbors in Tarlac, violated administrative rules of the Philippine National Police (PNP) in using his service firearm to commit an offense, PNP spokesman Brigadier General Ildebrandi Usana said Tuesday.
