(Eagle News)–The northeast monsoon is affecting extreme Northern Luzon. The Philippine Atmospheric Geophysical and Astronomical Services said as a result, Batanes and Babuyan Islands will have isolated rains. Partly cloudy to cloudy skies are expected in those areas.
