MANILA, Philippines — No consensus was reached on the fate of the first regular elections in the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) following a meeting between Congress leaders, regional officials, and President Rodrigo Duterte, who stood “largely neutral” on the matter.
