CITY OF SAN JOSE DEL MONTE —- The body of a missing 30-year-old employee of the Department of Social Welfare and Development was found inside a sack that was abandoned in a grassy area here on Sunday, police said.
Col. Julius Alvaro, city’s police chief, identified the body as that of Justine Charles Accad III, a native of Zamboanga City but was a resident of Marikina City.
Investigators said the victim’s head was wrapped with packaging tape, while his hands were tied to his feet with a wire.
A scavenger discovered the body at about 3 p.m. in Kaypian dump near Bagong Silang, Caloocan City.
The police said the scavenger checked the sack due to the stench coming from it.
