MANILA, Philippines — President Rodrigo Duterte’s recent pronouncements on the country’s maritime dispute with China is not only “confusing” Filipinos and the military, but is also benefiting China as incursions continue in the West Philippine Sea, Senator Panfilo Lacson said.
