MANILA, Philippines — The alleged “red-tagging” of the organizer of the Maginhawa community pantry in Quezon City, as well as the othercommunity pantries, did not come as a surprise for Senator Leila de Lima sincepeople cannot be “humane” under the Duterte administration.
