(Eagle News) — The tail-end of a frontal system is affecting Northern Luzon. The Philippine Atmospheric Geophysical and Astronomical Services Administration said Cagayan, Apayao and Ilocos Norte will have cloudy skies with scattered rainshowers and thunderstorms as a result.
