MANILA, Philippines—Ranking Chinese officials have been bragging that they had been able to shape the outcome of Philippines’ elections in 2016, which put President Rodrigo Duterte in power, former Foreign Affairs Secretary Albert Del Rosario said.
The former top diplomat did not cite his source, however. But he said the information came from “most reliable international entity.”
