MANILA, Philippines—Aides and party colleagues of President Rodrigo Duterte have started to nudge him into taking the plunge into the vice presidential race in 2022. Barred by the Constitution from seeking a second term as president, Duterte’s possible foray into the vice presidential campaign appeared to have no legal obstacles.
