MANILA, Philippines — The Anti-Terrorism Council (ATC) on Thursday identified 29 communist leaders and local groups as terrorists in two separate resolutions.
In Resolution No. 17, the ATC identified 19 ranking officials and members of the Communist Party of the Philippines or the CPP as terrorists.
