Here’s something interesting, If President Rodrigo Duterte declares and heads a revolutionary government (RevGov), a veteran elector a lawyer said that Vice President Leni Robredo will become President. In view of this, Romulo Macalintal noted that Duterte ‘s supporters who seek to create a revolutionary government to be also led by Duterte himself -might be in for a major, if not shocking, surprise.
He clarified that if Duterte declares and leads a RevGov, he ceases to be the president of a democratic government to which he was duly elected and proclaimed, and which he had vowed to protect and defend. Such a circumstance then leaves the President’s position vacant, Macalintal said.
Vice-President Leni Robredo automatically assumes and performs the functions and duties of the Presidential Office in accordance with the 1987 Constitution.
He pointed out, once the aforementioned transitional government is proclaimed and led by Duterte, Robredo takes over as President of our democratic country. It will lead us to a situation where there will be two kinds of government: the Duterte-led authoritarian government, and the Robredo-led democratic government.
Macalintal, the electoral lawyer for Robredo, also said it was comforting to note that Defense Secretary Delfin Lorenzana and the Philippine National Police shared their opposition to the revolutionary government being promoted by the National Executive Coordinating Committee (MRRD-NECC), Mayor Rodrigo Roa Duterte, an organization that also urged Duterte to run for the presidency in 2016 polls.
He also pointed out that the revolutionary government envisioned by Duterte ‘s supporters can not be contrasted with the revolutionary government that then elected President Cory Aquino after the EDSA People Power, which was the product of the people’s revolt against an Abusive and Graft-laden Government.
Thus, Malacañang can not completely disregard the suspected proponents of the President’s call for a revolutionary government. It is the duty and responsibility of the President to assure our people that he will preserve and defend our constitution, and never allow any rebel group to overthrow his administration, Macalintal said. He also added that the call for a revolutionary government can not simply be defined as an expression of one’s own view, but the President should take it seriously.
Earlier Malacañang dismissed these demands for a revolutionary government as something that came only from a private party, saying that its leaders are free to express their opinion publicly. This also said that the Duterte administration focuses on the government’s response to COVID-19 and mitigates the pandemic’s socio-economic impacts.
