Businesses allowed and restricted in Metro Manila, areas under Modified ECQ

Metro Manila – Select establishment will be allowed to resume operations starting May 16 as Metro Manila Laguna, and Cebu City are placed under a “modified” enhanced community quarantine.

Presidential Spokesperson Harry Roque said Wednesday that Metro Manila, Laguna and Cebu City will be downgraded to modified enhanced community quarantine from May 16 until the 31st. The Inter-Agency Task Force for the Management of Emerging Infectious Diseases released a list of industries that have been cleared to reopen after a two-month shutdown.

All offices that will reopen must follow and observe safety guidelines including one-meter distancing between employees, the wearing of face masks, and temperature checks.

Barbershops, salons, and other facial care services shall be remained closed in areas under general community quarantine.Malls and commercial centers are also been allowed to operate under modified ECQ areas with a capacity of 50%.Government offices have also been allowed to reopen in GCQ areas, they may implement ‘skeletal workforce ‘Roque said authorities urged the private sector to embrace work-from-home arrangements as the ‘new normal’ to curb the spread of the virus.

Here’s the list approved by the IATF during its Tuesday afternoon meeting:

Banned in all ECQ and GCQ areas:
• Barbershops and salons
• Gyms and sports facilities
• Entertainment industries (cinema, theaters, karaoke bars)
• Kid amusement industries
• Libraries, archives, museums and cultural centers
• Tourist destinations (beach, parks, resorts)
• Travel agencies, tour operators, reservation service
• Personal care services

Sectors allowed in areas under modified ECQ and GCQ areas:
• Manufacturing (Partially allowed)
• Cement and steel
• Mining and quarrying
• Electronic commerce companies
• Funeral and embalming services (Partially allowed)
• Essential public and private construction projects (sewerage, water services facilities, health facilities) and priority (food production, agriculture, energy, housing, communication, water utilities, manufacturing and BPO) = Partially allowed, small scale projects prohibited
• Repair of computers and personal household goods
• Veterinary clinics (Partially allowed)
• Security and investigation activities (Partially allowed)
• Business Process Outsourcing
• Banks, money transfer, services, microfinance institutions, pawnshops and credit cooperatives
• Capital markets
• Money exchange, insurance, reinsurance and non-compulsory pension fund (Partially allowed)
• Legal and accounting = (Partially allowed)
• Management consultancy activities (Partially allowed)
• Architecture and engineering activities (Partially allowed)
• Scientific research and development (Partially allowed)
• Real estate activities: (Partially allowed)
• Essential public and private construction projects (sewerage, water services facilities, health facilities) and priority (food production, agriculture, energy, housing, communication, water utilities, manufacturing and BPO) = Partially allowed, small scale projects prohibited
• Repair of computers and personal household goods
• Housing Services activities
• Office administrative and office support (photocopying, billing) = Partially allowed
• Special purpose accommodation for healthcare workers, OFWs, workers in permitted sectors and non-OFWs with mandated quarantine
• Accommodation for guests (Partially allowed)
